The legal situation in China

Mainland China treats all crypto-related business activity as illegal financial activity under the PBOC-led notice of September 2021. No exchange may serve mainland residents, so there is no legal venue for ZEC or any other coin. Private possession is not expressly criminalised, but holders get little legal protection. There is no privacy-coin-specific rule because the ban covers all crypto.
